Guide to Pending Anti-ICE’ing Legislation in Maryland
IF YOU DRIVE A PLUG-IN CAR AND USE PUBLIC CHARGING, THIS IS OF INTEREST TO YOU, ESPECIALLY IF YOU’VE EVER BEEN ICE’D
Currently, Montgomery County and Howard County are the only jurisdictions in Maryland with anti-ICE’ing statutes. The Montgomery County statute is 31-26B:
Call Montgomery County non-emergency 301-279-8000 to report ICE’ing.
The Howard County statute is 21.207

Call Howard County non-emergency (410) 313-2200 to report ICE’ing.
Now there is a bill in the Maryland Legislature, House Bill 839, which would prohibit ICE’ing statewide. If a space is signed for EV charging and is being ICE’ed, the ICE vehicle would be subject to being ticketed ($100 penalty), towed, or removed at the owners expense.
Let’s support this legislation, since it’s fair both to EV drivers and ICE drivers by laying out clear rules for parking.
Two points where this bill differs from the MoCo and HoCo laws:
- a) HB 839 requires that the vehicle be plugged in – THIS LANGUAGE WILL BE REMOVED
- b) HB 839 requires “A PLUG-IN ELECTRIC DRIVE VEHICLE CHARGING SPACE SHALL BE INDICATED BY GREEN PAVEMENT MARKINGS.”

A good letter would say what kind of car you drive and briefly tell of one or two instances of ICE’ing you’ve experienced, and give your opinion on ICE’ing. (The letters will be in the public record and available to the public.)
